I think you're talking about the kick where he does a high jumping front kick (left leg), and as his leg comes down, he turns right and does a back kick (right leg), then lands.
The person in the film performing that move is -NOT- Ron, but one of Jackie's stunt members. Bradley Allen. (The 1st non-chinese member)
Brad also performs this move in Jackie's film "Gorgeous" during the final fight sequence. He's not just a stunt double this time either.. he fights the entire fight himself as a main character. He plays as Jackie main fighting opponent, "Allen" (go figure)
I think this is done in Kid Gusto VS. Matrix. A ZG movie. The matrix guy does it as one of his first attacks on kid gusto. it looks pretty coool. and ive been trying to pull it off. Ic ant seem to get enough air thuogh.
Smoorenburg did do those kicks, the only thing he didn't do was falling on the ground and stuff after he was defeated by Jackie in Who Am I, that was Brad Allan. Smoorenburg is a kick boxer from Rotterdam, really good as well.

I don't mean to diss Smoorenburg, (who is indeed, VERY crazy good). But I watch waay too many jackie movies.
The film My Stunts has a behind-the-scenes bit focusing ON that fight. There was also a chinese double who did some stuff for Ron. (Who fell at the end instead of Brad I think) Brad does the -exact- same kick in Gorgeous, (it's what made me recognize him) It's got to be him! ^_^
